Photos stuck on 'Preparing' when sending

Sending Photos Stuck on “Preparing” - tried WiFi & 5G, still not working.

It doensnt matter when it was taken, just now or 1 year ago.

I know that photos will be synced to iCloud after taken, but i am pretty sure theres nothing to do with the iCloud or network, must be a bug.
