iPad: Cannot call contacts, 'contact card not available

My iPad is not letting me call any of my contacts and every time I call it says the contact card is not available and I’m not sure how to fix it

Your iPad says “contact card not available” because it is not fully connected to your iPhone or Apple ID for calling. To fix it: turn on Calls on Other Devices, enable FaceTime and iMessage, verify that your contacts are synced, reset network settings, and ensure your phone number is linked to your Apple ID. After doing these steps, calling from your iPad will work normally again.
