iphone notes all disappesred over night. not in cloud. not in recrntly deleted. not moved to anothet account.

If you are sure about those three observations, there is no explanation.
For information iPhone, Settings, [tap your name], iCloud, see all, is Notes turned on?
Yes notes are turned on. And memory used in iCloud is zero

Did you recently reduce your iCloud plan, or fail to pay?
If you go to Settings, Apps, Notes, Notes accounts, are there any other adcounlts, and if you turn them on temporarily for Notes, do the Notes reappear?
