Safely delete old files from Time Machine
Is there a safe way to delete old files in my Time Machine instead of buying new external drives?

Not specific files, no. You can erase the drive using Disk Utility and start a fresh series of backups, or you can archive the old drive and buy a new one to start fresh backups.
