Watch pairing with iphone on a different cell carrier?

I would like to get my kid an apple watch with cellular so we can communicate, and I understand that it needs to be paired to my phone. However, my current cell carrier does not support apple watches. So I'll need to open a new account just for the watch at one of the major carriers. Will the iphone and watch still pair? It says the watch uses the iphone's data, so that makes me nervous.

thanks for any advice.

If your objective is simply to communicate with your child, cellular is not required.

For example, if you have an Apple Watch and your child is on Wi-Fi, you may use Walkie-Talkie.
