Can I generate a scbo_signed.bin? I forgot the firmware password of my macbookpro 2017 model"A1706 EMC 3163". I have got a hash but I don't know how generate that file

You must go to an Apple Store or an Apple Authorized Service Provider for assistance. They will confirm you are the legitimate owner from your original receipt & personal ID (contact the Apple Store or AASP to find out what paperwork they will accept). Once they confirm you are the legitimate owner, they will submit that Hash Code to Apple where they will receive the necessary file to unlock your Mac.
If you cannot provide the necessary & acceptable proof of purchase & personal ID, then your Mac will only ever be able to boot to the existing OS on the internal drive. If that OS ever becomes damaged or the internal drive fails, then that Mac will remain a literal brick. Maybe if you have access to another compatible Mac you can install macOS onto an external drive, then install that drive into the "broken" Mac...I never tried it.

Edit: You can try contacting Apple online support, but I don't know if they will help you to unlock the Mac.....it will still require acceptable proof of purchase and personal ID.
