How to transfer photos from iCloud to the own backend service, like it’s done for Google photos?

There is currently no Apple-supported backend-to-backend API to pull iCloud Photos into your own service, the way Apple lets users transfer iCloud → Google Photos. You have two realistic options: (1) a native macOS/iOS app that reads from the local Photos library (which is synced with iCloud) and uploads to your backend, or (2) a manual flow where users download their iCloud Photos archive and then import it to your service.
