Read If your Mac doesn't start up all the way - Apple Support, in particular the passage under Globe with warning symbol. Follow all those instructions.
Your picture shows a globe but no warning symbol. It appears that you need to select a wireless network, which is either not appearing or is not legible in the photograph.
I do not know what "Abol Tabol Tapa" is.
