Cannot reuse email from cancelled Apple ID after a week

I have two apple accounts, but I do not use one of them. I have cancelled the one account and am now trying to use the email address associated with that account as the primary email for my other account. I get an error message saying, "Email Used by Another Account". It's been over a week since I closed the other account and if I try to log into it I'm told the account does not exist. Does anyone know if I just have to wait longer or will that email always be associated with the cancelled account?
