The Feedback Assistant link is for Developers to use with bugs in the frameworks used with their software or beta testers that are testing a beta version of the OS.
You need to use the Product Feedback link and choose the device you are using. Under Feedback Type, choose Feature Request, then in the comments describe the feature of a confirmation message you would like to see in the App Store to update all apps.
If you recently transferred to a new phone, all apps will be updated. That does not transfer the actual app, the apps on the previous device on downloaded on the new device from the App Store and will be the latest version.
I assume you do not have Automatic App Updates turned on for the App Store as that is obvious, but probably should be checked. Even with it on, apps are not updated on demand and you will see a list of apps that can still be updated immediately. Eventually they will be updated with it turned on, but not necessarily immediately after an update is available.
