I am getting another phone and using my new apple ID as personal so I want to transfer my apple cash account to my personal instead of my what will be buisness account. how do I transfer my apple cash account to a new apple id? thanks how would I delete my current one and reopen a new one on my new phone / personal ID.

You’ll need to close the old account, they do not transfer from one Apple Account to another account. Funds in the old account can be transferred to your bank and then transferred from your bank to the new account.

You are permitted multiple Apple Accounts. I have two Apple Accounts, one for my Apple developer activities and my personal/family account.
Apple Accounts are separate from Apple Cash accounts. Apple Cash accounts are associated with one Apple Account and cannot be transferred etc. If it becomes dormant/inactive for a period of time it will be closed by Green Dot Bank as required by state and federal banking regulations.
It’s not a best practice to have banks forced to close your accounts with them. Contact the bank and close the account and open a new one.
Another option is keep the Apple Account you currently have. I’ve had my personal Apple account since 1999.
