You can’t.
You never send Apple Cash to someone you do not know. The same is true for Gift Cards. We can tell people over and over again to NEVER do it, yet for some reason it is still done leaving people without anyway to get their money back. It is just like you gave someone on the street $200.00 after some promise they made to you, and the answer is the same where you would only get your money back if they chose to give it back to you. Even Apple emphasized that in their support article about sending Apple Cash.
Apple Cash person-to-person payments are like any other private transaction between two people, so only send and receive money with people you know.
