IWatch 11 not pushing notifications from iPhone 17 pro plus when set with clock app

my iwatch 11 will not push notifications from my iPhone 17 pro plus. I have set push notifications, turned both devices off and on.... please give me explicit directions on what to do. I don't understand what I am doing wrong.

Unpair your Apple Watch and pair it again. This procedure often helps with communication issues between the 2 devices.
