I can't block emails on my iPad but not on my iPhone

I have lost the ability to block an email center on my iPad but not on my iPhone. My iPad iOS is up-to-date but my iPhone iOS is not due to compatibility issues with the app that manages my blood glucose and which iOS is running (Abbott is running behind). They both have the same settings and the same emails and are both using the Mail app. The fixes I have read do not do anything or have already been set. In addition, why is the option for blocked mail to leave it in the inbox or send it to trash and not send it to junk?
