I cannot scan a document in Notes on my iPhone 12 in ios 26.1. No camera, paperclip, or other symbols when open new note. Everything is updated and I do not have a VPN profile. Only the Keyboard opens. I don't know if it worked previously as I never tried it before. How can I fix it?

You only see the toolbar (with the camera...) for notes created in the iCloud or "On My iPhone" locations. You won;t see it for notes created in other services like Google etc.
So tap the "<" icon (top left) repeatedly to go back to the Locations screen and go to either the iCloud or "On My iPhone" to create a new note.

Thank you. I didn't have Notes in the iCloud (or "On My iPhone"). When I put it into iCloud, the toolbar appeared and I can now scan, etc. Really appreciate your help - don't really use the phone much and not very good at it.
