How to turn off storage optimisation features on iOS 26?

I recently got a new phone with 256 gigs of data after previously only having 64 gigs. Because of this, my old phone had every single storage saving feature turned on as otherwise it was basically unusable. Is there an easy way to turn those all off now that I have more space? I looked in the storage section of settings but they don't seem to be there anymore. Do I have to go to each individual app's settings (eg photos, books) and turn them off that way? And is there a way to stop apps from offloading, as that used to be down the bottom of storage iirc?

I'm asking how to turn off these storage optimisation features, not turn them on. They are already on from my prior phone having 0 storage, but I have triple the space now and don't need them on any more, and due to them being on they don't appear in the storage settings as they aren't being actively suggested to me. While I've found some of the settings (eg the one for photos), some of them aren't appearing in searches/I don't know how to turn off (eg all my books offloading to iCloud and not staying on my phone, as well as apps)

Don't make the mistake that having 256GB means you don't need to optimise storage.

However if you don't want to pay for iCloud storage, you already found the Photos icloud Optimise Storage vs Keep Originals, Sravankra told you about Offloading, there are not that many others unless you want to get silly about Contacts or calendar etc.

I mean, if and when I need to turn them back on I will, but right now I have the space on my phone to actually store things on it again. I do pay for iCloud because I literally had to to use my previous phone without losing years worth of photos etc— my main issue is actually the time & data cost it takes to constantly re-download things when I need them, especially since I am often out of the house.

The offloading apps setting is NOT in storage settings, as I have already said (twice!!!). For some reason, it's not coming up when I try to search settings, so I have no clue where it is actually kept (it did used to be in storage in iOS 17, from memory, but it appears to have moved with iOS 26). There were definitely more settings applied than just photos (which for anyone else struggling who stumbles across this thread, given these settings are all spread out when you're trying to turn them back off given they're all just initially given as 'suggestions' to turn on and thus don't live in storage, is found by going to settings -> apps -> photos). The main one I'm concerned about right now is the fact that all of my ebooks & pdfs stored in books also automatically offload, as I fairly frequently access them when not at home. Do I literally have to completely stop them being backed up to iCloud to have them stay on my phone permanently by default, because that seems very badly designed if so
