AirTag in waterproof enclosures not recognized by Find My

We have many Air Tags in protective discs, both with open faces and some, marketed as "waterproof" in solid soft black rubber or plastic. When I try to identify AirTags in the latter enclosures via Find My, I invariably get a message "no device found". But if I remove the Air Tag from the enclosure, it is instantly recognized by Find My. I am concerned by this, yet in Find My, all the Air Tags in waterproof enclosures are showing their correct/up to date location. Is this inability to recognize the Air Tag in its waterproof disc acceptable, as long as it's being correctly geolocated?
