No one here can remove the 2 cents. This is a user to user only forum. You need to contact Apple Support and ask Apple to remove it --> Contact - Official Apple Support

The simplest way to do this is buy something inexpensive using your credit card and your account balance will move to zero. Then, you can change your region.

Another option to do this would be to contact Apple Support and ask them to zero your account.
