Are you doing this in the Control Center or Settings?

When switching off in Control Center, it will automatically switch back on the next day. To make a permanent change, switch it off in Settings.

Also when using Control Center, the actions of WiFi and Bluetooth are different then if you use Settings. In Control Center turning those off just disconnects from a connected network/device, and still allows services such as AirDrop, AirPlay, HandOff, Location Services, and Hotspots. Turning off in Settings is what powers down the antennas to completely turn them off.

That usually happens when something is allowed to override it. If you have WiFi Calling or 5G Standalone stuff kicking in, iOS can quietly flip radios back on. Also check if you’re using Location Services for networking or if Personal Hotspot is toggling itself when a paired device tries to connect.

Airplane Mode doesn't turn off by itself unless there is something wrong, or you've done an update or Reset Network Settings.
