Can't reinstall a specific app after restoring iPhone

I restored my iPhone (because updating to ios26 caused it to fall into a continuous reboot loop). I used my imazing backup from my Macbook Pro m1. Not all my apps have restored to their original places within my folders (possibly only half have restored). I searched for some apps and they downloaded and restored back to their correct location. I rebooted the phone and then redownloaded some more of the missing apps, which downloaded but didn't restore to their original placement in my home screen layout this time (maybe the reboot caused the phone to purge app icon layout locations that weren't already downloaded?). There is one specific app that i can't redownload though -the tailscale app. This app does support ios26 but refuses to download. I go to the search function or the appstore and see the redownload icon. Pressing it just gives me the spinny wheel animation and then after 5-30 seconds returns to the redownload icon.

I even tried pressing the app across to the phone from imazing but got an error to do with an api issue. I can't think of anything else i could do apart from ask apple to remove the tailscale app from my purchase history (it is free) and then it would allow me to repurchase the app, which may cause the iPhone to allow installing it again.

Can anyone advise please?
