unwanted MAC address "rotating"

My iphone 14 keeps randomizing or "rotating" my 2.4G and 5G MAC addresses even though I have them both set to "Fixed" (not "Off" or "Rotating"). It happens every three or four days and separately (it doesn't change both 2.4 and 5G at the same time). What is the cause for this and how do I FIX IT?

iPhone 14, iOS 26

On the iPhone.....(again, not sure if you have already done this).

I find Fixed and Rotating more of a nuisance than an asset.

Tap Settings > Wi-Fi

Tap on the blue circle "i" next to the name of the network that you are using at this time

Scroll down and make sure that the setting for Private Wi-Fi Address is Off

If you are using different names for the 2.4 GHz and 5 GHz networks, you will need to change the setting for each network separately. The same would be true if you have a Guest Network, etc.

When Private Wi-Fi Address is Off, the phone will display the IP address that has been assigned by the Wi-Fi router. It should not change if the IP address assigned by the router is not changing.

I have networks that I control or know with Private Wi-Fi address OFF.

For unknown networks it is On so I can’t be tracked across public networks (which is its purpose).

Unless, of course, when you go into a mall or store you will want them to know every other mall or store you have entered.
