iPhone 16e not recognized by Apple Devices app on Windows

(Ignore the username i made it when i was like 8) Windows Apple Devices app will not recognize brand new Iphone 16e for more than a second. All programs (windows, ios, apps) are fully up to date, I have restarted both devices multiple times, I have reset location privacy settings on the phone, I have tried removing and reinstalling usb drivers (I even ran a Powershell script to FORCE my pc to have the right drivers), I have tried uninstalling and reinstalling Apple Devices, Apple Music, and Itunes, I have tried multiple cables and ports. I dont know what else to do. I just want to sync my new phone to my pc to get all my data transferred.

I am not a Windoze expert but I have seen posts on Macrumors saying that iTunes us still more reliable, if you have it.

In addition some security apps and VPNs can mess with connectivity, particularly on iPhone.

Try uninstalling them all.

iv tried all those suggestions. also iTunes doesnt do music anymore, its all on Apple Music which cant sync if Apple Devices cant recognize the phone. Iv also tried disabling all my security and firewalls and it still doesnt work
