Stolen Device Protection is "On" and Touch ID is not working

New update has disabled touch ID and enabled Stolen Device Protection.

iPhone SE, software ver 26.1 -

Touch ID was always hit or miss, but now is useless.

Phone location has triggered Stolen Vise Protection, I am unable to add or edit touch ID.

The phone is in the same home location it has been since it was first enabled.
