I paid for a subscription on twitch app with Apple Pay, have since cancelled the subscription, and closed the account yet I’m still being charged and cannot download free apps

Closed the account how?
If you payed using Apple Pay directly with Twitch, then Apple is not involved.
If you payed through the app in the App Store and your Apple Account is now in bad standing, then Apple Pay is not involved at all.
Regardless, if it tried to charge you and failed for any reason, you now have a pending charge and will need to allow it to complete correctly before you can move forward.
Once it's completed and has charged you successfully, you can request a refund and your account should be again in good standing and able to download apps and update existing ones.
