Safari download options disappeared after Tahoe 26.2 update

I performed a Tahoe 26.2 update yesterday. I just noticed that Safari no longer has a "Show Downloads" choice under view, There is a no "Download arrow button" in the toolbar, and there is no longer a choice in Customize Toolbar.

What gives? This is annoying.
