iPad 9th generation frozen into boot loop after iPadOS 26.2 update

Updated iPad4 to 26.2. Froze into intro loop after restarting. Can't get past it When I forced shut down it says install not completed Nothing I've tried fixes it

Cold & hard reboot multiple times, including volume +-power. Tried itunes back up, it says it "has not been set up".
