I use scanner daily. It takes five mouse clicks to Open Scanner. Can I have Open Scanner shortcut on a sidebar?

I normally just scan directly into the app I’m using. I guess it is technically two clicks: File menu, then Import from…
Or, cmd-space + ic. You may have to pick it from the list the first time. Or, use im.
Adding it to the Dock would give you the quickest access if not using directly in an app that supports ICA.
You can add the Image Capture app to the Favorites section of the Finder Sidebar, or to the Dock. Either way, find it in the Applications folder and drag it to one or the other.
apart from what others have said then you can of cause voice your opinion / wish to apple using their feedback channels
