Unable to create new playlist FOLDER in music library

I’m unable to create new playlist FOLDERS in my Apple Music library.

When I click “+”, it only gives the option to create a new playlist. I’m also unable to move playlists to old folders I created in the past.

I have the most recent iOS updates for my phone and iPad and I have a current Apple Music subscription.
