How do phone calls get through without the phone ringing. I was sitting right there looking at my phone and all of sudden a notification popped up saying that a call had come through but the phone didn't ring. I assume it has something to do with the call being a possible spam call, but other spam calls do ring. I'm confused.

Turn off attention aware features off in face id settings.
Or that call lasted only a second where a call may have been made mistakenly and the person immediately hung up.
I read that post you linked. Sometimes I also get voice messages with no phone call. As I mentioned in my reply to razmee209 the calls are so infrequent that there really isn't any way to test the effect.
Ringless Voicemail is a method that has been used for robocalls. Initially it was introduced to avoid call blocking and evade the Do Not Call registry as the voicemails were not considered calls. Later a judge ruled that voicemails were considered calls, but the technology still exists for robocallers.
I turned the attention aware feature off. The only problem is that these calls are so few and far between that there isn't any way to test the effect.
