You can delete the app and re-install but I am not sure if that will fix the problem. It seems more like a networking problem. For that you have to reset your network settings. General>Transfer or Rest iPhone (It's at the very bottom of the screen)>Reset>Reset Network Settings
Go to Settings/Screen Time/Contents & Privacy Restrictions/Allow Changes To: and change Accounts to Allow.
