Is the backup encrypted? If yes, when you encrypt a backup, it requires you to create an encrypted backup password, which is NOT your Apple Account Password. If you don't know the encrypted backup password or didn't write it down somewhere, you won't be able to restore the backup until you remember the password you created.

Finally, if you're PC is Windows 11, Apple has replaced iTunes with Apple Devices. Are you using Apple Devices, which can be downloaded from the Microsoft Store on your PC?
