Mail app won’t let me login

So I went to go open the mail app and the welcome screen came up. So I went to go login and it said this iCloud account has already been added to your phone. So I can’t get into the mail app I have tired almost everything I can think of.

Device or computer? If a device, does the account as in Settings/Passwords & Accounts? Is it enabled?
