iOS 10.3.3 is the maximum iOS for an iPad 4th generation.
What app updates aren't you getting any longer.
I have an iPad Pro still running iOS 10.3.3 and I get app updates daily and regularly from third party app developers.
Now it works again, after a few days of refusal. So, problem gone, don't know why or how🤓
