why cant I download free apps?

why cant i download free apps? always sent to payment verification even when when the app is free. i have signed out and back in and that does not help

Try setting your payment to none, or ask Apple why this is happening. It seems to happen to some people but not others (I have never had to enter a payment method in 4 years and I download free apps and only free ones).


Create or use your Apple ID without a payment method - https://support.apple.com/HT204034 - "When you use your Apple ID to sign in to the iTunes Store, App Store, or iBooks Store for the first time, you're asked to enter a payment method so that you can purchase items from the store.
