I need to download an app to my IPad and a couldn’t. Simple because it has an iOS of 9.3.5 and I requiere a 10.0 to download it.
How can I get to it?
I’m frustrated for that situation, I don’t know how to do it.
And I really want it.

The iPad 2 can only be upgraded to the iOS 9.3.5 that you already have.
Unfortunately, the vast majority of apps do require a newer version of iOS as you have already seen. There's no way around this to run the particular app you are wanting to run.
You will need a newer iPad in order to run that particular (and most other) apps.
