Apple TV is designed to get its information from the internet through a home network; either Wi-Fi or ethernet.

It is technically possible (for Wi-Fi source) to connect the Apple TV to a “personal hotspot” on a mobile device. I haven’t seen any provider that allows such for long term though, because of the excessive bandwidth use from hours of high res TV streaming.

Start by looking for a bandwidth cap on your data plan. (E.g. Verizon Above Unlimited is/was curbed at 75GB/month (roughly equal to 20 hours of HD streaming with nothing else)).
