IPhone 8s locatio sharing issue

We have an 8s that when you try to turn on or off location sharing it shows a meassage that cellular data is turned off when it is turned on. If you connect to wifi it will allow you to turn off location sharing. Also if you have location sharing turned off and you reboot the phone location sharing will be automatically turned on once the phone restarts. We have another 8s that does not do any of these things... can anyone shed some light on this? Is it a hardware issue, software issue, ir just a messed up phone?
