No. Your carrier may be able to blacklist it from the cellular network, but that's the best you can hope for.

If you have never set up the Find My iPhone app, then I'm afraid not. If yes, then open iCloud (https://www.icloud.com/), click "Find iPhone", select your device, and turn on Lost Mode to lock your phone and track its location.
