Pending in-app purchase

I recently made an in-app purchase through iTunes. I did not receive the in-app purchase, however, and in my payment history, the purchase is shown as pending. How can I make sure that I either receive what I paid for, or cancel it?

Pending means iTunes hasn't received the money for it. If you view the payment details screen on the account are there any errors ?
