If you are the original owner of this iPad you should take it to an Apple Store with the original purchase receipt. Apple may be able to clear the lock. If you purchased the iPad used and cannot contact the original owner then you will not be able to clear the Activation Lock and Apple will not help you do it.

Apple will ONLY help you if you are the original purchaser of the iPad and you have the original purchase receipt. Without that, you own a useless device unless you can get the information from the person who locked the device.

Do not believe in any 3rd party service who claims for a fee they can unlock an Activation Locked device. They cannot. Not even the FBI could unlock an Activation Locked device and they certainly tried.
