I recently bought an watch from ebay and it was icloud locked.....couldn’t reach the previous owner....is there anything i can do about it? And can i trade it in with for something?? Someone please respond

Unfortunately not. I would suggest you try and get your money back. As nothing can be done without the Apple ID of the original owner.
