Assuming you enabled Find my iPhone on the phone you want to track, and that cellular data, Wi-Fi and Bluetooth were enabled on it, and that the battery is not dead, and it is within range of a cellular network or Wi-Fi network, you log in to the same Apple ID as the phone you want to track in either the Find my iPhone app on another phone or iPad, or into https://icloud.com/find on a computer.
