stuck on a question mark folder

I just bought a renewed 13” Macbook Pro and it’s stuck on a question mark folder that flashes until i restart it and go to a screen in which it ask me to erase stuff off a startup disk and then i can’t get past that because idk what to do with the startup disk stuff.

A folder with a question mark means that the selected startup disk isn't available or doesn't contain a Mac operating system. Learn how to resolve a flashing question mark.
