my iPhone SE’s screen rotation is not working. any idea?

Have you checked orientation lock? Open Control Center. See the following from: Use and customize Control Center on your iPhone, iPad, and iPod touch - Apple Support

Open Control Center

Swipe up from the bottom edge of any screen. On iPhone X or later or iPad with iOS 12 or later, swipe down from the upper-right corner of the screen.

The orientation lock control is the one that looks like a padlock surrounded by a semicircular arrow.

Also note that the home screen and many apps do not support rotation.
