You can also use an internet browser on a computer and log into icloud.com.

If your Mac has iCloud Drive turned on, you can access the files by using Finder and going to the iCloud Drive folder (one way to access that folder is via the Finder "Go" menu).

On an iPhone or other iOS device, iCloud is designed to be viewed by using the apps on the device (e.g., the Files app for iCloud Drive, the Photos app for iCloud Photos, the Notes app for notes, etc.).

Also note that while you can view synced data as described above, it is not possible to view the contents of an iCloud Backup. You can only use the backup to do a full restore of a device or to setup a new device.

As per this article https://support.apple.com/en-in/HT201104

When you add your Desktop and Documents to iCloud Drive, all of your files move to iCloud. On your Mac, you can find the files on your Desktop and in your Documents folder in Finder under iCloud. If you add a second Mac Desktop, you'll find those files in the Desktop folder in iCloud Drive. A folder is created with the same name as your second Mac.

You can view files at www.icloud.com and signing in with Apple ID and password .
