How do I select some but not all apps to be installed on my iPad?

From where ? You can select which apps to redownload from the store : Redownload apps, music, movies, TV shows, and books from the App Store, iTunes Store, and Apple Books - Apple Support
If restoring to a backup you either restore to the backup or you don't, it's all or nothing
