I accidentally turned off the icloud shared album and realized 4,000 of my photos were deleted. I thought if I turn it back on, my photos will appear. Is there a way to get those photos back or is it it sad to say that I will no longer be getting those photos back?

See if they re-appear after you plug in your iPhone to power and have it connected to wi-fI.

If they were your photos that you were sharing,m they should still be in your All Photos album.
The shared album would have been created from those original photos.
