Clear history from Safari

Trying to clear Safari history on my son’s iPhone 8. “Clear” is grayed out. According to all articles I read, this is tied to Content & Privacy Restrictions. I have turned those off and Clear is still grayed out. Have also gone into content restrictions and web content to set “Unrestricted Access” and still grayed out. Since we have family sharing set up, I have tried from the master device and still grayed out. All devices are on iOS 12.3.1.

Son also has an iPad associated with him and I have tried all the above via that too. Clear is still grayed out.

What to do?

Windows, Windows 10
