itunes balance

I am trying to purchase a song on itunes on my son's ipad. He has an itunes balance of $31. itunes store will not use that balance to purchase the song. It tells me I must verify payment source. Then it takes me to Apple ID-manage payments. But no matter what I choose it just keeps taking me in a circle and never verifies the balance he has.

You've verified the card that's on the account ? And it then asks you to do so again ? If it does, and if you've tried logging out etc., contact iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
