Cannot create reboot volume???

Got a new Mac and giving old Mac to sister. Erased HD and trying to reinstall High Sierra. After 25 minutes of downloading, I get the following message--"Could not create a reboot volume for APFS install." What now?

iMac 21.5", macOS 10.13

Erase the drive and format as Mac OS Extended(Journaled) instead of APFS.
